Lone Star College–Tomball’s budget is administered and managed by the Office of Administrative Services.  The primary responsibility rests with the Vice President for Administrative Services and Director of Business and Auxiliary Services. The budget profiles how the college furthers its vision and carries out its mission.  It is essential that there be strong links between budgeting and strategic planning.  Two primary responsibilities are developing and monitoring the college operating and auxiliary budgets while analyzing and forecasting the financial condition of the college.  Through these efforts, Administrative Services works closely with vice presidents, deans, directors, senior staff, and planning groups on a wide range of budget and management issues.   

Key areas of responsibility include: 

·         Recommending budget and monitoring staffing allocations, policies, and strategy;     
·         Preparing reports on financial trends, comparisons with peer colleges, budget variances, revenue forecasts, cost structures, and financial condition;   
·         Coordinating budget-planning activities among operating units and senior staff and presenting the operating budget to the President, District Chief Financial Officer, and Board of Directors;   
·         Monitoring budget performance during the fiscal year and advising senior staff and managers of budget issues requiring attention;   
·         Reviewing and making recommendations on requests to modify, or create positions and maintaining current position authorizations and salary budgets; and  
·         Ensure budget and financial policy compliance while cooperating with the CFO and District Budget Director to maintain compatibility between accounting, budget systems, and district requirements.
